Enrolling A Member
Mandatory Membership

The OPSEU Pension Plan text identifies several categories of employment and union representation under which individuals are required to become members of the plan.1  All new employees who meet these criteria must be enrolled in the Plan on their date of hire.

Mandatory membership applies to employees who have not yet attained age 65 and who:

  • work for an Ontario government ministry or scheduled agency in the Ontario Public Service in permanent classified positions (including full-time, regular part-time and probationary employees) and who are represented by OPSEU
  • are permanently employed by one of the following scheduled agencies, boards, commissions or organizations:
    • Alcohol & Gaming Commission of Ontario and are represented by OPSEU
    • Liquor Control Board of Ontario and are represented by Ontario Liquor Boards Employees’ Union (OLBEU)
    • Niagara Parks Commission and are represented by OPSEU
    • Ontario Lottery and Gaming Corporation and are represented by OPSEU (certain workplaces)
    • Ontario Pension Board and are represented by OPSEU
    • Workplace Safety and Insurance Appeals Tribunal and are represented by OPSEU
  • are permanently employed by the New Democratic Party Caucus and are represented by OPSEU
  • are permanently employed by the Ontario Teachers’ Pension Plan Board and are represented by OPSEU
  • are permanently employed by the OPSEU Pension Trust

Important! Employers must complete the enrolment procedure for all new employees who are required to join the Plan.

Important! Membership in the Plan is also mandatory for all newly hired unclassified or contract employees if:

  1. they have previously been a members of the Plan, and
  2. their previous contributions have not been transferred out of the Plan.

Whenever an employer hires unclassified/contract employee who was previously a member of the Plan, the employer should contact OPTrust to determine whether the employee must be re-enrolled in the Plan on a mandatory basis.

The only exception to this rule is for re-employed OPTrust pensioners. In this case, re-enrolling in the Plan may be mandatory or optional, depending on the terms of the individual’s employment.

Once OPTrust receives the completed Membership Enrolment (OPTrust 1005) form, we will mail a Welcome Package to each newly enrolled member. This package includes detailed information about the OPSEU Pension Plan and additional copies of important forms.

Special Case: “Grandfathered” Members

In certain divestment situations, employees who are members of the OPSEU Pension Plan at the time of the divestment are allowed to remain as active members in the Plan until their termination or retirement. Members who fall into this “grandfathered” category include:
  • Employees of the Centre for Addiction and Mental Health who were formerly employed by the Addiction Research Foundation or the Queen Street Mental Health Centre and who are represented by OPSEU, and
  • Employees of the St. Joseph’s Health Care Group who were formerly employed by the Lakehead Psychiatric Hospital and are represented by OPSEU.

However, employees hired by these organizations after the effective date of the divestment are not eligible for membership, and cannot be enrolled in the OPSEU Pension Plan.
