Introduction
Overview
The OPSEU Pension Plan is a contributory defined benefit pension plan. It was established in 1994 to provide pension benefits for employees of the Province of Ontario (the Province) in bargaining units represented by the Ontario Public Service Employees Union (OPSEU) and other designated bargaining units. The Plan is administered by the OPSEU Pension Trust (OPTrust).

The Plan has more than 46,000 active members and approximately 31,000 current and deferred pensioners across Ontario. The majority of plan members are civil servants and Crown employees of the Province of Ontario who are represented by OPSEU. This includes unionized employees of the Ontario Public Service and scheduled agencies, boards, commissions, foundations or other organizations.

The Plan’s membership includes employees of the following organizations who are represented by OPSEU or other designated bargaining agents:
  • The Province of Ontario (civil servants and Crown employees in the Ontario Public Service)
  • Alcohol and Gaming Commission of Ontario
  • Centre for Addiction and Mental Health (former employees of the Addiction Research Foundation and Queen Street Mental Health Centre)
  • Legislative Assemby
  • Liquor Control Board of Ontario
  • New Democratic Party Caucus
  • Niagara Parks Commission
  • Ontario Lottery and Gaming (certain workplaces)
  • Ontario Pension Board
  • Ontario Teachers’ Pension Plan Board
  • OPSEU Pension Trust
  • Northeast Mental Health Centre (formerly North Bay Psychiatric Hospital)
  • St. Joseph’s Health Care Group (former employees of Lakehead Psychiatric Hospital)
  • Whitby Mental Health Centre
  • Workplace Safety and Insurance Appeals Tribunal

When the OPSEU Pension Plan was launched, the pension assets and the liability for members’ earned benefits were transferred from the Public Service Pension Plan (PSPP). Since that time the two plans have been administered separately, and there are now differences in the benefits provided under the two plans.

The PSPP remains the pension plan for management and excluded staff and employees represented by other bargaining agents in the Ontario Public Service (OPS) and certain provincial government agencies. The PSPP is administered by the Ontario Pension Board (OPB).

The OPSEU Pension Plan is registered under the Pension Benefits Act of Ontario and the Income Tax Act (Canada) and is a registered pension trust as defined in the Income Tax Act.
