Post 2012 Employers - Insured Benefits
There are different rules for Post-2012 receiving or authorized employers. Effective April 30, 2013, the OPSEU Pension Plan text was amended. In addition to other changes, two defined terms were added:
- Post-2012 Receiving Employer
- Authorized Employer.
The Plan's sponsors have signed a succession of agreements, with a shared goal of expanding the Plan's membership by permitting certain classes of employees at employers delivering public service and/or performing a public function, to maintain membership in or join the Plan.
On April 30, 2013, the sponsors agreed that membership expansion would not result in the expansion of the eligibility for retiree insured benefits. Effective June 26, 2013, "Order in Council 953/2013" details the newly-added conditions to be applied when determining the entitlement of an "eligible person" for retiree benefits.
Summary of benefits: Insured benefits for eligible retirees include coverage for: dental, vision care, hearing aid coverage, supplementary health and hospital and basic life insurance.
Participating Employers' Designation
The Plan's participating employers have been segregated into two distinct groups. The OPS and its OPSEU-represented employees, who are employed under the terms of the Public Service of Ontario Act, 2006, continue to be the Plan's largest group of members with no applicable change. The first prescribed group consists of employers listed in "Schedule A" below. These employers have employees who may or may not be OPSEU-represented, with no applicable change.

Initially, the second prescribed group consists of only one employer, listed in "Schedule B" below. The employers in this group may be from any one of the broader public, private and/or not-for-profit sectors. The employers' bargaining unit and non-union (including management) employees, if applicable, may become members of the OPSEU Pension Plan.

The service considered eligible for inclusion when determining the minimum for 10-year retiree benefits, is indicated by "Yes" in the following chart.

Exceptions:
*Only when an OPSEU Pension Plan member is transferred to a Post-2012 Receiving Employer, which is listed in Schedule B, shall his or her credit accrued under the Plan or rendered to the Schedule B employer, be counted when determining eligibility for retiree benefits.
**If the credited past service was transferred in or purchased under the Plan's non-OPS credit purchase provision, i.e. Articles 7.4 (1) (c) and/or (d), then it shall be counted when determining eligibility for retiree benefits.
